Commission Delegated Regulation (EU) 2023/2709of 15 September 2023supplementing Regulation (EU) 2021/888 of the European Parliament and of the Council with provisions on the establishment of a monitoring and evaluation framework for the European Solidarity Corps Programme(Text with EEA relevance) THE EUROPEAN COMMISSION,Having regard to the Treaty on the Functioning of the European Union,Having regard to Regulation (EU) 2021/888 of the European Parliament and of the Council of 20 May 2021 establishing the European Solidarity Corps ProgrammeOJ L 202, 8.6.2021, p. 32., and in particular Article 20(2) thereof,Whereas:(1)Regulation (EU) 2021/888, which established the European Solidarity Corps programme (the "Programme"), laid down in Annex the indicators to report on the progress of the Programme towards the achievement of the specific objectives set out in Article 3.(2)The indicators, while suitable for the purpose of annual monitoring of the performance, do not sufficiently enable a comprehensive monitoring and evaluation of the Programme’s activities and results in achieving its objectives. Therefore, additional indicators should be laid down as part of the monitoring and evaluation framework.(3)Those indicators should measure the output, results and impact of the Programme taking into account the existing reporting and evaluation requirements established in Articles 20 and 21 of Regulation (EU) 2021/888.(4)In accordance with Article 30(4) of Regulation (EU) 2021/888, the experts designated by each Member State and third countries associated to the Programme have been consulted,HAS ADOPTED THIS REGULATION:
