Commission Delegated Regulation (EU) 2023/2445of 28 July 2023supplementing Regulation (EU) 2021/690 of the European Parliament and of the Council as regards the establishment of a monitoring and evaluation framework for the Single Market Programme THE EUROPEAN COMMISSION,Having regard to the Treaty on the Functioning of the European Union,Having regard to Regulation (EU) 2021/690 of the European Parliament and of the Council of 28 April 2021 establishing a programme for the internal market, competitiveness of enterprises, including small and medium-sized enterprises, the area of plants, animals, food and feed, and European statistics (Single Market Programme) and repealing Regulations (EU) No 99/2013, (EU) No 1287/2013, (EU) No 254/2014 and (EU) No 652/2014OJ L 153, 3.5.2021, p. 1., and in particular Article 17(3) thereof,Whereas:(1)Regulation (EU) 2021/690 establishes a programme for improving the functioning of the internal market ("the programme") for the period from 1 January 2021 to 31 December 2027. The indicators for reporting on the progress of the Single Market Programme ("SMP") in achieving the general and specific objectives set out in Article 3 of Regulation (EU) 2021/690 are listed in Annex IV to that Regulation.(2)The indicators listed in Annex IV to Regulation (EU) 2021/690, while suitable for the purpose of annual monitoring of performance, are not sufficient to enable a comprehensive monitoring and evaluation of the activities and results of the programme towards achieving its general and specific objectives. Therefore, additional indicators should be laid down as part of the monitoring and evaluation framework.(3)The indicators should measure the outputs, results, and impacts of the Programme considering the existing reporting and evaluation requirements established in Articles 17 and 18 of Regulation (EU) 2021/690.(4)To ensure that data collection takes place efficiently, effectively and in a timely manner, proportionate reporting requirements should be imposed on the recipients of the SMP’s funds, while minimising an administrative burden,HAS ADOPTED THIS REGULATION:
