Commission Implementing Regulation (EU) 2023/2157of 17 October 2023amending and correcting Implementing Regulation (EU) 2022/1475 as regards the description of the budget code structure and the type and format of information to be provided for monitoring and evaluation of the CAP Strategic PlansTHE EUROPEAN COMMISSION,Having regard to the Treaty on the Functioning of the European Union,Having regard to Regulation (EU) 2021/2115 of the European Parliament and of the Council of 2 December 2021 establishing rules on support for strategic plans to be drawn up by Member States under the common agricultural policy (CAP Strategic Plans) and financed by the European Agricultural Guarantee Fund (EAGF) and by the European Agricultural Fund for Rural Development (EAFRD) and repealing Regulations (EU) No 1305/2013 and (EU) No 1307/2013OJ L 435, 6.12.2021, p. 1., and in particular Article 133 and Article 134(4) thereof,Whereas:(1)In point 2(a)(iv) of Annex IV to Commission Implementing Regulation (EU) 2022/1475Commission Implementing Regulation (EU) 2022/1475 of 6 September 2022 laying down detailed rules for implementation of Regulation (EU) 2021/2115 of the European Parliament and of the Council as regards the evaluation of the CAP Strategic Plans and the provision of information for monitoring and evaluation (OJ L 232, 7.9.2022, p. 8)., the number of digits assigned to the budget code has proved to be insufficient to fulfil the needs of the Member States regarding the number of unit amounts for CAP interventions. Consequently, to ensure clarity and coherence, the description of the budget code to be reported should remove the reference to the number of digits, and point 2(a)(iv) of that Annex should be amended accordingly.(2)Point 7 of Annex V to Implementing Regulation (EU) 2022/1475, provides for the annual report of market information for other sectors referred to in Article 42, point (f), of Regulation (EU) 2021/2115. In order to allow assessing the rate of organisation in the fruit and vegetables sector, the hops sector and in the olive oil and the table olives sector, which will allow a better assessment of the coverage of the common agricultural policy, data on the total area under fruit and vegetables production, under hops production and under the olive oil and the table olives production from producers organised in producer organisations, transnational producer organisations, associations of producer organisations and transnational associations of producer organisations should be collected. To ensure the collection of this data, "Form A.7." in point 7 of that Annex should be amended.(3)To ensure the collection of data on the budget of cross border/transnational operational groups and the total budget of operational groups other than those supported by the EAFRD, Member States should provide additional data on additional non-national financing or private contributions. Point (n)(iv) and point (p), of point 1 of Annex VI of Implementing Regulation (EU) 2022/1475 should therefore be amended.(4)Article 2, point (d), of Implementing Regulation (EU) 2022/1475 requires Member States to carry out, as a part of the evaluation of the CAP Strategic Plans and, where relevant, an assessment of specific interventions or topics of the CAP Strategic Plans. Point 4(b) of Annex II to that Implementing Regulation includes an erroneous reference to Article 2, point (e), of that Implementing Regulation, when it should refer to point (d) of that Article. To ensure clarity and coherence, point 4(b) of that Annex should be corrected accordingly.(5)Corrections of a few errors in the provisions on the labels of the variables laid down in Annexes II, IV and VI to Implementing Regulation (EU) 2022/1475 are also necessary.(6)Implementing Regulation (EU) 2022/1475 should therefore be amended and corrected accordingly.(7)The measures provided for in this Regulation are in accordance with the opinion of the Common Agricultural Policy Committee,HAS ADOPTED THIS REGULATION:
