Commission Implementing Regulation (EU) 2023/1472of 17 July 2023amending Regulation (EC) No 1055/2008 as regards the frequency with which the Member States supply their quality report(Text with EEA relevance)THE EUROPEAN COMMISSION,Having regard to the Treaty on the Functioning of the European Union,Having regard to Regulation (EC) No 184/2005 of the European Parliament and of the Council of 12 January 2005 on Community statistics concerning balance of payments, international trade in services and foreign direct investmentOJ L 35, 8.2.2005, p. 23., and in particular Article 4(3) thereof,Whereas:(1)The quality assessment of the data in the field of balance of payments (BOP) statistics, international investment position (IIP) statistics, international trade in services statistics and foreign direct investment statistics is performed in accordance with Regulation (EC) No 223/2009 of the European Parliament and of the CouncilRegulation (EC) No 223/2009 of the European Parliament and of the Council of 11 March 2009 on European statistics and repealing Regulation (EC, Euratom) No 1101/2008 of the European Parliament and of the Council on the transmission of data subject to statistical confidentiality to the Statistical Office of the European Communities, Council Regulation (EC) No 322/97 on Community Statistics, and Council Decision 89/382/EEC, Euratom establishing a Committee on the Statistical Programmes of the European Communities (OJ L 87, 31.3.2009, p. 164).. Furthermore, Commission Regulation (EC) No 1055/2008Commission Regulation (EC) No 1055/2008 of 27 October 2008 implementing Regulation (EC) No 184/2005 of the European Parliament and of the Council, as regards quality criteria and quality reporting for balance of payments statistics (OJ L 283, 28.10.2008, p. 3). sets out the quality criteria and content and frequency of the quality reports.(2)Monitoring of quality of data is critical and it should be carried out in a timely manner. The right balance should be achieved between the need for monitoring and the frequency of the reporting of the relevant information to the European Parliament and the Council in order to avoid disproportionate burden.(3)The annual frequency with which the Member States provide the Commission (Eurostat) with a quality report should therefore be changed to biennial reporting.(4)Member States should submit their next quality report to the Commission (Eurostat) not later than 31 May 2025, and then every two years.(5)Regulation (EC) No 1055/2008 should therefore be amended accordingly.(6)The measures provided for in this Regulation are in accordance with the opinion of the European Statistical System Committee,HAS ADOPTED THIS REGULATION:
