Commission Regulation (EC) No 1709/2003of 26 September 2003on crop and stock declarations for rice THE COMMISSION OF THE EUROPEAN COMMUNITIES,Having regard to the Treaty establishing the European Community,Having regard to Council Regulation (EC) No 3072/95 of 22 December 1995 on the common organisation of the market in riceOJ L 329, 30.12.1995, p. 18., as last amended by Commission Regulation (EC) No 411/2002OJ L 62, 5.3.2002, p. 27., and in particular Article 8(d) thereof,Whereas:(1)Commission Regulation (EEC) No 2124/83OJ L 205, 29.7.1983, p. 16. on crop and stock declarations for rice is no longer adapted to the classification of types of rice currently in force. In the interests of clarity that Regulation should be repealed and replaced by this Regulation.(2)Under the third subparagraph of Article 6(5) of Regulation (EC) No 3072/95 crop and stock declarations are to be made by producers and stock declarations are also to be made by rice mills. Member States are to provide detailed data to the Commission on the basis of these declarations.(3)The Commission should be able to use the information provided in these declarations to draw up a picture of available rice stocks at the beginning of each marketing year that will enable it to manage the market more efficiently. The content of these declarations should therefore be made more precise, time limits for notification should be laid down and the forms in which notification is made to the Commission should be specified.(4)With a view to modernising management, the information required by the Commission should be sent by electronic mail.(5)The measures provided for in this Regulation are in accordance with the opinion of the Management Committee for Cereals,HAS ADOPTED THIS REGULATION:
