The entries for 21 persons and four entities in those Annexes should be updated.(4)In view of the continued ballistic missile-related activities carried out by the DPRK in violation of and with flagrant disregard for the relevant United Nations Security Council (UNSC) Resolutions, one entity should be included in the list of persons and entities subject to restrictive measures set out in Annex XVI to Regulation (EU) 2017/1509.(5)On 17 September 2024, the UNSC Committee established pursuant to UNSC Resolution 1718 (2006) updated the information relating to one person in the list set out in Annex XIII to Regulation (EU) 2017/1509. The entry for that person should therefore be updated.(6)Regulation (EU) 2017/1509 should therefore be amended accordingly,HAS ADOPTED THIS REGULATION:

Article 2This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union.

21.HONG Yong Chil홍영칠Gender: male20.5.2016Vice Director of the Munitions Industry Department (MID). The MID – designated by the UNSC on 2 March 2016 – is involved in key aspects of the DPRK’s missile programme. The MID is responsible for overseeing the development of the DPRK’s ballistic missiles, including R&D programmes. The Second Economic Committee and the Second Academy of Natural Sciences – also designated in August 2010 – are subordinate to the MID. He is vice department director of the Central Committee of the Workers’ Party of Korea. Hong accompanied Kim Jong Un in 2023 and 2024 to a site linked to the DPRK munitions industry. Hong was described in 2019 as one of the leading officials in the field of national defence science. He accompanied Kim Jong Un during the firing of a new type of tactical guided weapon, and during the inspection of a new type of submarine under construction.He was one of the scientists congratulated by Kim Jong Un in 2017 for the launch of the Hwasong-15 intercontinental ballistic missile (ICBM) and observed earlier engine tests and other ballistic launches. In 2016, he accompanied Kim Jong Un to a meeting with scientists in which research to mount nuclear warheads on tactical and strategic missiles was discussed. He may have played a significant role in the DPRK’s nuclear test on 6 January 2016. As such, he is responsible for supporting or promoting the DPRK’s nuclear-related, ballistic-missile-related or other weapons of mass destruction-related programmes.
23.YUN Chang Hyok윤창혁DOB: 9.8.1965Gender: male20.5.2016Deputy Director of the Satellite Control Centre, National Aerospace Technology Administration (NATA), which Kim Jong Un visited prior to the intercontinental ballistic missile (ICBM) test on 24 March 2022. NATA is subject to sanctions under UNSCR 2270 (2016) for involvement in the DPRK’s development of space science and technology, including satellite launches and carrier rockets. UNSCR 2270 (2016) condemned the DPRK’s satellite launch of 7 February 2016 for using ballistic missile technology and being in serious violation of Resolutions 1718 (2006), 1874 (2009), 2087 (2013) and 2094 (2013). As such, he is responsible for supporting or promoting the DPRK’s nuclear-related, ballistic-missile-related or other weapons of mass destruction-related programmes. On 23 November 2023, the High Representative of the Union for Foreign Affairs and Security Policy, on behalf of the European Union, condemned the DPRK’s launch of a military satellite using ballistic missile technology for violating UN Security Council Resolutions.
