Council Implementing Regulation (EU) 2022/419of 14 March 2022implementing Regulation (EU) No 1352/2014 concerning restrictive measures in view of the situation in YemenTHE COUNCIL OF THE EUROPEAN UNION,Having regard to the Treaty on the Functioning of the European Union,Having regard to Council Regulation (EU) No 1352/2014 of 18 December 2014 concerning restrictive measures in view of the situation in YemenOJ L 365, 19.12.2014, p. 60., and in particular Article 15(1) thereof,Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,Whereas:(1)On 18 December 2014, the Council adopted Regulation (EU) No 1352/2014.(2)On 28 February 2022, the United Nations Security Council Committee established pursuant to United Nations Security Council Resolution 2140 (2014) added one entity to the list of persons and entities subject to restrictive measures.(3)Annex I to Regulation (EU) No 1352/2014 should therefore be amended accordingly,HAS ADOPTED THIS REGULATION:
Article 1Annex I to Regulation (EU) No 1352/2014 is hereby amended as set out in the Annex to this Regulation.Article 2This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union.This Regulation shall be binding in its entirety and directly applicable in all Member States.Done at Brussels, 14 March 2022.For the CouncilThe PresidentÉ. (aliases: (a) ANSARALLAH; (b) ANSAR ALLAH; (c) PARTISANS OF GOD; (d) SUPPORTERS OF GOD).Information: The Houthis have engaged in acts that threaten the peace, security, and stability of Yemen.Date of UN designation:24.2.2022.Additional information from the narrative summary of reasons for listing provided by the Sanctions Committee:The Houthis have engaged in attacks striking civilians and civilian infrastructure in Yemen, implemented a policy of sexual violence and repression against politically active and professional women, engaged in the recruitment and use of children, incited violence against groups including on the basis of religion and nationality, and indiscriminately used landmines and improvised explosive devices on the West Coast of Yemen. The Houthis have also obstructed the delivery of humanitarian assistance to Yemen, or access to, or distribution of, humanitarian assistance in Yemen.The Houthis have conducted attacks on commercial shipping in the Red Sea using waterborne improvised explosive devices and sea mines.The Houthis have also perpetrated repeated cross-border terrorist attacks striking civilians and civilian infrastructure in the Kingdom of Saudi Arabia and the United Arab Emirates and threatened to intentionally target civilian sites.
