Commission Regulation (EU) No 249/2011of 14 March 2011adopting the specifications of the 2012 ad hoc module on transition from work to retirement provided for by Council Regulation (EC) No 577/98(Text with EEA relevance) THE EUROPEAN COMMISSION,Having regard to the Treaty on the Functioning of the European Union,Having regard to Council Regulation (EC) No 577/98 of 9 March 1998 on the organisation of a labour force sample survey in the CommunityOJ L 77, 14.3.1998, p. 3., and in particular Article 4(2) thereof,Whereas:(1)There is a need for a comprehensive and comparable set of data on the transition from work to retirement in order to monitor progress towards the common objectives of the Europe 2020 Strategy and of the open method of coordination in the area of social protection and social inclusion. Both processes identify promotion of active ageing and prolongation of working life as priorities for action, in particular under guideline 7 of the Europe 2020 Integrated Guidelines (Increasing labour market participation and reducing structural unemployment) and under the objective of adequate and sustainable pensions adopted by the European Council in March 2006 on the basis of the Commission communication "Working together, working better: A new framework for the open coordination of social protection and inclusion policies in the European Union".(2)Decision No 1672/2006/EC of the European Parliament and of the Council of 24 October 2006 establishing a Community Programme for Employment and Social Solidarity — ProgressOJ L 315, 15.11.2006, p. 1. supports the implementation of the European Employment Strategy. This programme financially supports the implementation of the objectives of the European Union in the fields of employment and social affairs from 1 January 2007 to 31 December 2013. In the field of pensions the programme provides for policy analysis, statistical information and advice.(3)Commission Regulation (EC) No 365/2008 of 23 April 2008 adopting the programme of ad hoc modules, covering the years 2010, 2011 and 2012, for the labour force sample survey provided for by Council Regulation (EC) No 577/98OJ L 112, 24.4.2008, p. 22. includes an ad hoc module on transition from work to retirement. The list of variables for this module should be defined.(4)Reference should be made to Article 12(3) of Regulation (EC) No 223/2009OJ L 87, 31.3.2009, p. 164. of the European Parliament and of the Council on quality reporting and Commission Recommendation 2009/498/ECOJ L 168, 30.6.2009, p. 50. on the report structure.(5)The measures provided for in this Regulation are in accordance with the opinion of the European Statistical System Committee,HAS ADOPTED THIS REGULATION:
Article 1The detailed list of variables for the 2012 ad hoc module on transition from work to retirement to be added to the labour force sample survey shall be as set out in the Annex.
Article 2This Regulation shall enter into force on the seventh day following its publication in the Official Journal of the European Union.
